Wednesday, October 15, 2008 – The district plans to appeal the scores of seven of the failed campuses; including Franklin and Coronado high schools, based on participation rates, special education students and data errors.

But tow schools in particular, Austin and Bowie high schools; have failed the test several years in a row. They each received a Stage 5 rating, the worst possible. The rating requires overhauls of administration and faculty.

EPISD fired 10 teachers and principals at the schools and have hired new ones to take their place. Superintendent Lorenzo Garcia blames the scores, not the students and teachers alone; but “The No Child Left Behind Act”.

Garcia says the schools passed the state report card and the large number of non-English speaking students makes passing the federal report difficult.
