Employees of the International Boundary and Water Commission report that all four people aboard the Cessna 421 that crashed northwest of Presidio, Texas, are dead.

The U.S. Border Patrol confirms to Newschannel 9 that the plane carrying four men including the head of the International Boundary and Water Commission has been found.

Border Patrol Spokesman Doug Mosier says the plane was found about 23 miles northwest of Presidio in a rugged area that is only accessible on foot.   Mosier says that the plane was discovered by a crew in a helicopter who spotted the wreckage from above.  Mosier could not give word on the condition of the four men and said that information would have to be released by the IBWC.

Crews are on their way to the site to recover the bodies.  Mosier says the plane was identified by the tail number.
