The city deemed the central El Paso neighborhood around Saipan Street unsafe after the floods in 2006. The remaining houses are being demolished and the city is working on plan includes a grassy area in the middle with drainage structures on the perimeter. The grassy area would serve as a park, but be depressed in the middle so it would also be a ponding area when it rains. Houses will ever again be allowed to be built there. But the city cannot move forward with plans until all homes on Saipan and Ledo are torn down. Three houses are still there because of title issues. Storm water rushed under the freeway and into this neighborhood back in 2006. The new design is supposed to capture that water and keep it from spilling over into nearby streets.
