EL PASO - More city leaders may have to face another recall effort.

A local bar owner says he's taking action against El Paso city leaders who are protesting his liquor license.

David Cooper says he's continuing to fight to get a liquor license for his bar the Miami Social House even though the city protested the license to the Texas Alcoholic Beverage Commission.

Cooper says he's also filing a lawsuit against the city and certain neighbors in the area in addition to the recall effort.
