Juarez Mayor Jose Reyes Ferriz is reacting to rumors that vigilantes will soon start killing people in Juarez.
The threats are against those who murder, rob or extort the city's people.
The group says it's taking action because the local police and Mexican Army have failed to protect the citizens of Juarez.
Mayor Ferriz says citizens need to leave the policing to professionals.
