How Strongly Will New Towing Ordinance Be Enforced?

El Paso police have a tall order on their hands. A new ordinance in effect gives them authority to tow anyone driving without proof of insurance. But do officers have what it takes to enforce it?
The quick answer is no.
"Last year, we issued over 50,000 citations for no insurance in this city," said El Paso Police Department spokesman Chris Mears. "There's no way we're going to be able to tow 50,000 vehicles."
Police tell us they'll probably limit towing to cases of traffic crashes where proof of insurance is necessary.
