The impacts of the government shutdown are being felt across the nation. At the Environmental Protection Agency, 94 percent of workers have been furloughed as a result of the shutdown. That's raising concerns in several Texas communities. In the community of Port Arthur, one city council man says he's worried about the safety of his constituents, and says EPA funding should not be a part of the shutdown. "

"The people have to really get these refiners to stay within the limits, without the EPA they can just do what they want to do," said councilman Robert Troy.

In Texas, the Commission on Environmental Quality is also in charge of making sure refineries remain in compliance, and state leaders are also reminding the public that a company can still be punished for violating EPA standards during the shutdown, once it's over.
