Former SISD School Board President Pleads Guilty to Bribery Charges

The former school board president of the Socorro Independent School district has pleaded guilty to accepting bribes in exchange for voting in a contract for health insurance provider Access.

Charles Garcia and the former Access president, Frank Apodaca, who's already pleaded guilty, are among 11 people connected to this bribe and kickback scheme.

One of the conversations read before Judge Frank Montalvo, between Garcia and Marc Schwartz, an Access representative, quoted Schwartz as saying "I'm swearing on a stack of bibles I never spoke to you."
