Fifth Witness Takes Stand in Cirilo

It was day three in the trial of  a man accused of taking part in scheme that defrauded a county program out of more than half a million dollars.

The county of El Paso allegedly paid Cirilo "Chilo" Madrid $100,000 to write a report for the Border Children's Mental Health Collaborative. He later admitted he plagiarized the report from the internet.  The program provided treatment and services to children with serious mental illnesses.

Two others have already pleaded guilty to their role in the scheme.

Former Judge Dolores Briones admitted to taking bribes in exchange for her support of a contract with a company called LKG Enterprises with the Border Children's Mental Health Collaborative.

LKG's CEO Ruben "Sonny" Garcia pleaded guilty to paying bribes to Briones.

Madrid worked for Garcia. The two have known each other since 1972 when Garcia worked for Madrid for his non-profit organization, Aliviane.

On Wednesday, Garcia took the stand to testify against Madrid. He told the court that his invoices to the county were not accurate.

But said he told Madrid and that Madrid told him he would take care of it.

Garcia also testified Madrid was at several meetings where they discussed giving bribes to Briones and Former County Judge Anthony Cobos.
