The Supreme Court may ultimately decide whether cigarette companies should be forced to add graphic warning labels to their products.
The Food and Drug Administration said manufacturers must cover half of their product packaging with graphic warning labels.
Five cigarette companies took the FDA to court, and the case has gone back and forth.
On Friday, U.S. appeals court ruled manufacturers do not need to comply with the label rules.
The case could make it to the supreme court.
