Luis Guerra, 37, an employee of the El Paso Police Department, is charged with one count of cruelty to animals.

Guerra was arrested after a person called police to report that Guerra's saint bernard appeared to have serious injuries.

When investigators arrived at Guerra's home on Ben Swain Dr., they found the dog had serious wounds to its neck from a chain link leash that was imbedded into its skin.

Guerra is a civilian contract employee with the El Paso Police Department.  The Department's internal affairs division is conducting an investigation.
