A pair of El Paso developers are being sued for selling un-liveable lots to people.
Four people that were named in lawsuit are being accused of owning an eight acre lot in the Upper Valley and subdividing the lot for residential use.
However the property is not home-ready.
According to the suit, the land owners did not install water services or waste facilities before they sold each of the eight lots.
The Texas Attorney general is citing them for $15,000 dollars per lot.
