El Paso County and City Information Technology Departments Explore Consolidation and Expansion

Monday morning, El Paso County Commissioners met to discuss details of restructuring the IT department of the county and the city to operate as one unit, under one roof. The two organizations have already combined some resources after an agreement between the IT departments, and experts say it has already helped save money. But additional fine tuning of a combined organization, may allow the new group to save even more, and take on additional responsibilities. Under the agreement that is already in place, the county's information technology department has been managing the city's IT group for the past two years. The two departments still have separate facilities and in many ways continue to operate separately. Commissioners and the County's IT department's management believe they can streamline and consolidate leadership structure and job functions to increase efficiency in a new organization.

Peter Cooper, the Chief Technical Officer for the County's group says there are many possibilities that still need to be explored to make sure the new organization is as efficient as possible. He says that some of those include "use the staff from both the city and the county, be an independent agency, and provide services to the city, county, mental health agency and potentially other agencies....it's sort of evolved over the last 2 years that we've been overseeing City IT."

A complete consolidation plan should be ready within a year for approval by both the County of El Paso and the City.
