A new revitalization project approved by City Council today means millions of dollars for one of El Paso's poorest neighborhoods. The plan aims to improve the way of life in Segundo Barrio. The project will help neighbors renovate their homes, assist small businesses and upgrade streets, sidewalks and schools. It's expected to cost up to $40-million over the next five years. Federal dollars would pay for the project.
