Mexico City, MX (NBC NEWS) — A drug lord convicted of kidnapping and killing a DEA agent in 1985 has been released from a Mexican prison because of a legal technicality.
A mexican court ordered Rafael Caro Quintero be freed after serving 28 years in prison saying he was improperly tried in a federal court for a crime that should have been treated as a state offense.
The murder of the DEA agent marked a low point in US and Mexican relations.
Quintero set up a powerful drug cartel in southwest Mexico that later split into two other cartels.
Quintero is still listed as one of the DEA's top five international fugitives.
US authorities believe he controled laundering drug money from prison.
