El Paso (KTSM) - County Commissioners took on that very issue during their regularly scheduled meeting.
Before the Executive Session, which is closed to the public, and in addition to their regular agenda, the Commissioners spent some time listening to updates regarding the 83rd Texas Legislation Session and in particular House Bill 5-85, it has not been signed into law yet, but it is basically providing an incentive to certain commercial property holders to contest the value of their property, mostly in lawsuits and without any penalties. Taxpayers are usually left holding the bag.
The most recent example is Western Refining, they just had their appraisal lowered by $1.7 million. That was a hit to the Central Appraisal District that will affect many homeowners because the cost has to go somewhere. Counties statewide are asking for Commissioner support to veto this bill. All of El Paso's Commissioners approved the measure except Commissioner Haggerty, he said he needed more time to review the opposition.
