The City of El Paso is moving forward with plans to change the rules for garbage collection.

Council voted 7-0, Tuesday to approve moving forward on flow control and franchising.

Flow control would mean that all garbage generated in the city limits must be disposed of in a city- owned landfill, like the Clint landfill.

Franchising means that the city would begin to regulate waste collection standards for private collectors. That is something the city does not currently do.

Council has not set a timeline for these changes.
