A spokesman with El Paso's Environmental Services Department has confirmed that City Code Enforcement Officer Robert Narro, 59, passed away early on Thursday morning as a result of injuries sustained in a crash in El Paso's Lower Valley on July 2.

The crash happened July 2 in the 8300 block of North Loop Dr. as Narro was performing a routine inspection on the sidewalk. He had reportedly pulled his city work truck to the side of the road and exited the vehicle when a 2000 Lincoln Towncar driven by Rosendo Alvarado, 29, drove onto the sidewalk and hit the truck and Narro.

EPPD said that Alvarado attempted to flee the scene of the crash but was located by officers nearby. Alvarado was charged with accident involving injury or death. He was booked into the El Paso County Jail on bonds totaling $25,560. Additional charges may be pending.

ESD Director Ellen Smyth has provided the statement below regarding Mr. Narro’s passing.
“Our hearts are heavy with sorrow at the loss of our Robert. The entire ESD family not only grieves at the passing of a great individual but also for the loss his family suffers. Our prayers go out to Robert’s family and friends during this difficult and trying time.”
