El Paso City Council approves its own solution to the drug violence in Juarez. Council voted unanimously to engage in a national debate over the legalization of drugs.

That resolution was vetoed by Mayor John Cook, late Tuesday afternoon. Mayor Cook says he did not want to veto the resolution because there are parts he agrees with.
