Apodoca, Schwartz sentenced in corruption scandal

El Paso, TX (KTSM) — Federal Judge Frank Montalvo sentenced Access Health Source business executive Frank Apodaca Jr. and Public Relations Consultant Marc Schwartz to eight years in prison and millions of dollars in restitution each for their role in a pay-to-play public corruption scandal.
Apodaca and Schwartz were both convicted of steering lucrative contracts to Ysleta Independent School District, El Paso Independent School District and El Paso County. Apodaca Jr., of Access Health Source kept contracts by committing fraud and bribing high ranking leaders in El Paso.
Judge Montalvo has ordered them to pay a combined total of $2 million in restitution to YISD, $4 million to EPISD and over $400,000 to El Paso County for their part in the fraud.
