CIUDAD JUAREZ — Police arrested the parents and grandmother of two young girls who are accused of chaining their daughter to a window.

Police arrested the girls' stepfather, Abraham Garcia Cadenas, 33, their mother, Laura Cecilia Perez Sarabia, and their grandmother, Yolanda Sarabia Martinez.

The girls were reportedly by the ankle so as to keep them quiet.

According to police, the girls are 4 and 9 years old.

Investigators said there was plastic laid out for the girls to use the restroom.

The girls told police they were only given a gallon of water, but nothing to eat.
