$13,000 reward offered for sex offender with ties to El Paso

Texas Department of Public Safety is requesting the public's assistance in apprehending one of Texas' Top 10 Most Wanted Sex Offenders. Charles Leon Carr, 56, was sentenced in 1975 to 99 years in prison for the violent sexual assault of an 11-yr-old girl in Abilene. He was released in 2008 and has been missing since 2009.

Carr's last known residence was in Austin, but he has known ties to El Paso. He has been known to work in air conditioning repair, refrigerator repair, machine operation, data entry or as a general laborer. Carr has a lengthy criminal history including sexual assault of a child, transportation of unlawful aliens and theft. He is wanted by the U.S. Marshals service for probation violation and by the Texas Board of Pardons and Paroles for parole violation.

Car is 6ft tall and weighs approximately 190 pounds. He has several known tattoos including a skull on his outside upper right arm and a skull/dagger/roses on his outside upper left arm.

The Texas 10 Most Wanted Program is currently offering a $13,000 reward for information leading to his capture if the tip comes in the month of October.

Anyone with information can provide an anonymous tip in four ways.

  • Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
  • Text the letters DPS – followed by your tip – to 274637 (CRIMES) from your cell phone.
  • Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.
  • Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the “SUBMIT A TIP” link (under the “About” section).
