It has been an on going battle between Flor Muñoz and El Paso City Representative, Emma Acosta.

Muñoz says the ceiling in her garage is falling apart because of a leak coming from the apartment above, which is owned by Acosta.

She says every time the tenants shower, water drips down into her garage. Muñoz tells us she has been trying for the past three years to get Acosta to fix the problem, but still nothing.

" I tried to take her to small claims, it's still pending, it's been about a year. Her lawyer keeps delaying and delaying," Muñoz says.

She showed us documents from last year that show where a city building inspector determined there were violations Acosta needed to repair.

We talked to Representative Acosta over the phone. She tells us the case is still in litigation, so once a judge decides what needs to be done, she will make the necessary repairs.
