Should you need sandbags in case of flooding, here's a list of the locations where you can get them.
On the West Side: 120 Kappa, near Keystone Heritage Park.
In the Northeast: Nations Tobin Park at 8831 Railroad.
The Eastside: Album Park on Wedgewood & Lockerbie.
In the Mission Valley: Blackie Chesher Park at 9144 Escobar.
Their hours of operation are Monday through Friday from 2:00 p.m. to 8:00 p.m.

You can also go to Stormwater Operations Center at 410 Cotton Monday through Friday from 8:00 a.m. to 4:00 p.m.

You must be an El Paso Water Utilities customer to receive sandbags. There is a 25 bag limit per person per visit.

How do they keep track of the distribution of the sand bags? Does that mean they are documenting the utility bill being used for that day.

If site A is used does site B know that the particular person already got their bags?
Is their an address cut off so someone from the westside cant get bags from the east side.

I'll wait to see if the same residence gets 50bags+ in one day. Vamos!
