Mayors, Shooting Victims Call on Congress for Stricter Gun Registration Laws

Congress tried to fix the nation's gun background checks back in 2008 after a mentally ill man bought guns and opened fire on the Virginia Tech campus.
The new law didn't prevent another mentally ill man from buying the gun he used to shoot Congresswoman Gabrielle Giffords and kill six other people back in January. Now the Senate is considering legislation designed to force states and federal government to close the loopholes.
New York Senator Chuck Schumer wants to crack down on states that aren't submitting records. The FBI says many states still don't know what information they are supposed to be submitting.
Opponents point out that the bill has sweeping language that could strip gun rights from anyone who has sought counseling.
