EL PASO - A day after two of El Paso's most prominent former politicians were convicted of corruption, there are questions about the fine line between contributing to a campaign and bribing somebody.
County Commissioner Dan Haggerty says the culture of corruption in county government has changed plenty since his first day on the court back in 1995.
"One guy told me once," Haggerty said. "why would I be a politician when I could own one?"
Maybe that question crossed Luther Jones' mind when he left public office in 1990.
After holding 3 major offices in El Paso, Jones became the money man behind several local leaders including former District Clerk Gilbert Sanchez.
Both were convicted Wednesday of conspiring to rig a county bid process in 2004.
