El Paso Sex Offender Arrested for Violating Halloween Restrictions

AUSTIN – A joint operation between Texas Attorney General Greg Abbott’s Fugitive Unit and local law enforcement authorities led to the arrest of six previously convicted sex offenders who committed parole violations on Halloween night.
Belisario Domingo Martinez, 27, was arrested on Nov. 1 in El Paso. In 2010, Martinez was convicted in El Paso County of indecency with a child and sentenced to three years probation.
Attorney General Abbott’s Fugitive Unit works with the Texas Department of Criminal Justice and other law enforcement agencies to locate and arrest fugitives with a history of sex crimes who have violated parole or sex offender registration requirements. Parole violations include failing to report to parole officers, violating curfew on Halloween or being present in areas that might allow them access to young children.
