New York - Mechanical failure appears to be the reason why a Staten Island ferry smashed into a pier today, hurting as many as 37 people.

An official says the ferry's throttle failed to engage as it prepared to dock, meaning the crew could not reverse engines.

The NTSB is sending a team to investigate.
